Receiving Treatment
Medical facilities in Japan are divided into two types - individual doctor's offices/clinics, and large general hospitals. These facilities are highly specialized. It is a good idea to check what facilities are available in your neighborhood and their specialties in advance. The hospitals listed below offer internal medicine, pediatrics, surgery, orthopedic surgery, obstetrics and gynecology, ophthalmology, otolaryngology, dermatology and other departments or medicine.

Procedure for Receiving Treatment (First-Time Visit) (Shoshin)
Standard procedure at a hospital:
- At the reception desk, explain your medical problem and specify the department where you want to receive treatment. If you have your Health Insurance Certificate with you, show it to the receptionist.
- When the standard registration is completed at the reception desk, you will receive a consultation ticket. Turn this ticket in to the departmental receptionist. Normally, you wait for your turn in the area in front or in the immediate vicinity of the department.
- A nurse will call your name when it is your turn to see the doctor and receive treatment.
- After treatment, pay the appropriate fee at the cashier's counter. If the doctor prescribed medication, give the prescription to the pharmacy to receive your medicine. Most hospitals in Japan have their own pharmacy on the premises. However, in recent years, many pharmacies and hospitals have become separate. In such cases, patients must go to an outside pharmacy to receive their medication.
Important Note on Health Insurance Certificate
If you fail to submit your Health Insurance Certificate, you will have to pay all medical expenses by yourself. If you did not have your insurance certificate with you, or in circumstances of an emergency nature, you pay the full amount and at a later date you can be reimbursed by your insurance company for the portion covered by the insurance plan. When you continuously receive treatment, you have to submit your insurance certificate at the beginning of each month at most medical facilities.
If You Become Ill at Night or on Holidays
In Sumida City, the Holiday First Aid Treatment Center (kyujitsu okyu shinryojo) provides after-hours and holiday medical treatment. Please have your insurance certificate ready when you use this service. Regarding dental care, dentists in the city take turns in providing after-hours treatment. The on-duty schedule of the dental clinics is announced in the city newsletter published on the first day of each month (in Japanese only).

There are hospitals and medical facilities in Sumida City that offer treatment in foreign languages. If you become ill, contact the Public Health Medical Information Center, and they will introduce you to the appropriate hospital or medical facility.

Medical Expenses
Japan has a public health insurance program wherein subscribers pay 20 to 30% of the total cost for medical treatment. Foreigners who are employed may also enroll in a public health insurance program. The National Health Insurance Program (Kokumin kenko hoken) is a public insurance program operated by the city for residents. Foreign residents who have completed foreign resident registration and are staying in Japan for one year or more may enroll. (Refer to page 60 for details on the National Health Insurance Program.)
