SUMIDA - A PROPOSAL FOR MAKING A KINDER AND BETTER CITY
Gushing forth from the sky above Sumida, a rainbow appears and upon it a kind and gleaming heart. The rainbow bridges ones hearts while enveloping the city of the 21st century. The colours represented are the warm pink and the twinkling purple.

A REQUEST THAT ALL RESIDENTS COOPERATE
In welcoming the 21st century, our city has set forth the proposal of creating a kinder, better city.
This proposal asks every individual and every region to fill their hearts with kindness and thoughtfulness in respect to preserving the environment. The ultimate objective is to create a warm, communal city for the people in the 21st century.
To effectively make this proposal of a kinder, better city, a reality, everyone must fully understand its objective in order to support its aims. The movements should be well-defined and directed and to emphasize this importance, all of us need to cooperate towards this common goal.
SUMIDA - A PROPOSAL FOR MAKING A KINDER AND BETTER CITY
FOR THE PEOPLE, REGION AND ENVIRONMENT
We, the residents of Sumida, welcome the 21st century by stressing the importance of kindness and thoughtfulness within our hearts. With this in mind, the people, region and environment shall each strive towards creating a better city. Thinking ahead for our future generations, the following movements shall begin:
- To build a kinder and better city for the people, stress the importance of each individual's interactions while supporting efforts with one another.
- To build a kinder and better city for the region, keep our city clean, make the streets safe from crime, and maintain efforts towards creating a safer and more peaceful city for all to live.
- To build a kinder and better city for the environment, make efforts in caring for the environment and preserving our natural resources.
GUIDELINES FOR THE RESIDENTS (revised as of October 1, 2009)
A KINDER AND BETTER CITY FOR THE PEOPLE
- Adults as well as children will promptly greet others, while stressing the importance of interaction between each and every individual one meets.
- Raise a well-adjusted younger generation together with the family and community while working in close cooperation with the school system.
- Participate in events held within our community.
- Assist the elderly, physically or mentally challenged, or the like, whenever possible.
- Treat everyone with warm hospitality.
A KINDER AND BETTER CITY FOR THE REGION
- Make efforts towards crime and fire prevention to keep our community safe and peaceful.
- Discard cigarette butts and trash in proper receptacles only.
- When owning pets, be responsible and use correct manners.
- Do not leave bicycles, or allow bicycles to remain in unauthorized areas, unless otherwise permitted.
- Participate with your family as well as your neighbors in cleanup activities to keep our community clean and beautiful.
A KINDER AND BETTER CITY FOR THE ENVIRONMENT
- Learn about the environment and apply what you have learned to your daily life.
- To prevent global warming, do not waste electricity, gas or water.
- Protect and increase vegetation in our community.
- Collect and use rainwater.
- Practice the spirit of “Mottainai” not to be wasteful.
